The Shallow Rental Subsidy Pilot Program (SRSP) is designed to improve housing stability for low-income older adults who, without financial assistance, who may be at risk of losing their housing. SRSP will serve approximately 220 households by providing a $500 monthly subsidy over a period of 18 months. Participants will also receive light case management services from Dept of Homeless Solutions and Equitable Communities. Eligibility for this program will include households with a head of household that is 55 years of age or older, are very low income, which is at or below 50% Area Median Income (AMI), and are severely rent-burdened. Of those deemed eligible, households with a head of household age 60 or older, with an income at or below 30% AMI, and located within one of the 39 Health Equity Zip Codes as defined by the Healthy Places Index, will be prioritized for the pilot. Housing and Community Development Services of San Diego County administers this HUD Rental Assistance Program within the City of Escondido. In compliance with the Governor’s Stay-At-Home Order enacted in March 2020, the City suspended all past due fees and disconnections for non-payment for water and wastewater services. The Stay-At-Home Order and prohibition on the disconnection of water service was lifted in December 2021. Since the order has been lifted, multiple federal programs to assist with past due utility debt have been implemented. The results of those programs are included in the attached memo.

The Low-Income Household Water Assistance Program (LIHWAP) is a federally funded program that offers a one-time payment to assist customers with past due water or wastewater bills. The agency is currently accepting applications, customers can apply by contacting Campesinos Unidos, Inc. directly at (619) 391-9790. City funded 50 affordable apartment studios for seniors at 30 to 60 percent of the area median income (AMI). Twenty-five unit are reserved for seniors experiencing homelessness. The projected completion date is June 2023.

City Funded the construction of 10 duplex-style townhomes. These are an affordable home ownership units for families at 80% percent of the applicable area median income (AMI). The projected completion date is December 2023.

The City was awarded a $736,066.68 grant from the County to retro fit a space for the purpose of creating a Family Shelter Program. This is in partnership with Interfaith Community Services this facility will serve 10-16 families at one time and will allow for 36 new beds.
