​A CROWD OF ORANGE NEIGHBORS heard City and Chapman University officials discuss the key issues facing Orange -- from homelessness and crime, to parking and student conduct — in Council Chambers at City Hall on Thursday evening.


Mayor Dan Slater, Mayor Pro-Tem Arianna Barrios, City Manager Tom Kisela, Police Chief Dan Adams and Chapman VP Alisa Driscoll responded to questions submitted by members and posed by OTPA President Rob Boice.


The Forum was seen live on Channel 6 and is scheduled for repeat airings weekdays at 5:00 pm, Saturdays at 700 pom and Sundays at noon.


ROB BOICE, newly elected OTPA President, pledged that the mission of protecting,


​preserving and enhancing Old Towne’s historic character would be his guiding direction in 2023.


It was the best attended — and undoubtedly the most enjoyable —membership meeting in the Old Towne Preservation Association’s 37 year history, combining the annual business session with a sneak preview of Old Towne's new Richland Hotel.

Following tours of guest rooms and the quaint restaurant and bar, all nestled in the restored Craftsman built by the Estelle family in 1906, President Sandy Quinn opened the business meeting with remarks by city officials, financial and activity reports, and election of the 2023 Board of Directors.

Briefings on Old Towne and City affairs were given by Mayor Dan Slater, District One Councilwoman and newly named Mayor Pro-Tem Arianna Barrios, and Interim City Manager Tom Kisela.


The Nominating Committee reported its recommendations for the 2023 Board and officers, which were unanimously approved by the members:

Vice President: Vickie Laughlin, OTPA Board member and former Community Involvement Committee Chair

Past President: Sandy Quinn, retiring as President after seven annual terms

The full Board for 2023 includes Rob Boice, Janet Clinkscales, Wil Dee, Carrie Frisby, Jim Karras, Vickie Laughlin, Brian Lochrie, Katie Mansfield, Tim McCormack, Sandy Quinn, Dan Slater, Tita Smith, Diana Zdenek, Mark Wallace and Mignon Whitaker.

Sandy is retiring as OTPA's President after seven annual terms, but will

​continue to serve on the OTPA board as its Past President.

​Quinn reviewed OTPA’s past year accomplishments, and reported that the non-profit association has more members, more projects and signature events, and more funds in reserve than ever before.

Boice pledged that OTPA’s mission of protecting, preserving and enhancing the historic character and unique charm of Old Towne will be the association’s guiding direction for its work and priorities throughout the year.

OTPA Treasurer Mignon Whitaker gave the financial report and declared the association is in a very healthy financial position.

Talbert Regional Park is located North and South of Victoria Street in Costa Mesa between Pacific Avenue and the Santa Ana River. North Talbert consists of 91.5 acres and South Talbert is approximately 88.5 acres.

The park is divided into six separate plant groups, identified as "zones" and based upon the progression of plant groups and changing conditions found along the Santa Ana River. The first zone is designated "Intensive Use Area" and the plant material has been selected based on use instead of its origins on the site. The second zone, a "Border Planting" zone is planted with vegetation designed to maintain boundaries and screen the embankment of the Greenville-Banning Channel. Another zone, the "Coastal Strand" consists of gentle slopes and dunes, a habitat largely destroyed by the advance of civilization in the area. The "Native Grassland" zone is the largest zone in the park and provides opportunities for wildlife habitats. An "Alluvial Woodland" zone contains a wide variety of plant and animal life and is the most secluded area in the park. Finally, the "Wetland Zone" consists of the southern 14.8 acres of the park and contains elements of riparian woodland and mulefat scrub.
