Our services are provided to the community free of charge. Our services are funded through the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) program provided by San Joaquin County and the cities of Stockton, Tracy, Lodi, Manteca, Lathrop, Ripon and Escalon.

After a year in placement, he began to focus on his program and stop trying to impress his peers. He learned to communicate more effectively with each of his parents during family therapy sessions and visits. He finally took responsibility for his negative behaviors and the pain he caused his family. David grew emotionally and was able to show empathy to others rather than only thinking of himself. He became a positive role model for his peers and would often help them to problem solve with others. David graduated the program and was able to return home to his mother and the community. His relationships with his parents and whole family had greatly improved. He was able to hold his head high and show his family that he could change. "

"When Tom arrived at the Children’s Home of Stockton at age 16, he had been relentlessly abused, neglected, and brutally traumatized. Tom was extremely quiet, shy, and scared to be here in such an unfamiliar setting. It took Tom approximately two weeks to respond to anybody with more than just a one word answer. While working through his treatment program with our residential staff and clinicians, he was able to learn what healthy relationships look like, how to trust adults, what his individual strengths are, and how to communicate effectively. Tom successfully graduated our program at eighteen exuding confidence, demonstrating open and honest communication, and acting as a role model and leader for all of our students."

Jimmy is also a good baker. He could be found on many occasions in the Aspen kitchen mixing up his latest and greatest goodie. "When 12 year old Bella arrived on the Cypress Cottage she faced many challenges. She didn’t have a lot of family support and struggled with anxiety and depression. Bella had been through a lot and was just looking for a place she could call home. At first Bella struggled in placement; she had difficulty fitting in with older age peers. Slowly and with the help of a lot of people, Bella began to change her thinking. She started to gain some maturity and some insight into her behaviors. Things started to change for her at school as well and she made the Honor Roll. She graduated the program successfully in a year and was able to transition to a foster/adopt home. She lives with her new family in Southern California and is living an amazing life. Bella’s determination and hard work finally paid off; she found a new place to call home."

4worldlovers: STAND is a group of residents working together in our South East Stockton neighborhood centered at Airport Way and East 8th Street. Since 1991 we have worked to make our neighborhood of minority and low-income residents a safer and more desirable place to live.


We advocate and coordinate Community Policing in our area. In 1991 the crack cocaine epidemic plagued us. The crime, drugs and gangs were rampant. Together with the Police Department we started Community Policing and lowered crime 80%. We take resident’s complaints and proactively deal with their crime related problem until it is resolved. We created the Affordable Housing Program. While cleaning up crime, we learned that the slumlords that provide housing to addicts and dealers are an equal part of the crime problem.

We buy single family blighted houses, fully rehabilitate them and sell them to low and moderating income families. See our list of available homes for sale here.

4worldlovers: Our goal is to help homeless people move into housing. We also provide fast, effective prevention services for extremely low-income people who are at risk of becoming homeless.

Please be aware it may take time to help you. If you need immediate shelter, you can find shelter information at 2-1-1 website. We participate in the local Coordinated Entry System. If you are homeless, your information will be forwarded to the Coordinated Entry System, which provides fair and equitable access to limited help in our community.

By providing permanent housing opportunities, CVLIHC enables homeless individuals and families to move from shelters and the streets into real housing that improves their financial, emotional and physical wellness.

If you are at imminent risk of homelessness, we may be able to provide rent support to prevent you from becoming homeless.

Eligible households must be residents of San Joaquin County, make less than 30% of Area Median Income, and be able to document they are imminent risk of homelessness.

If you meet the federal definition of “chronically homeless,” we may be able to provide ongoing rent support, case management, and wraparound services.

Plymouth Place is an affordable, older adult (62+) community with several apartments equipped to accommodate those who are mobility impaired (also available to those over the age of 18).

Conveniences close to our community include various restaurants, two Post Offices, a variety of medical facilities, several grocery stores, and two shopping centers. Ancillary services include Meals-On-Wheels and Home Health Services. Transportation consists of weekly van services, dial-a-ride, SMART, as well as taxi and bus service.

Our residents enjoy frequent parties, potluck suppers, bingo, and other social activities which are held in the community room. Our community actively participates in RHF’s Project H.A.N.D.S.
