4worldlovers: The Richmond Housing Authority (RHA) is a public entity chartered by the City of Richmond, California in 1941 as a separate legal entity under the provisions of the Housing Act of 1937. It is funded by the Federal Government and is subject to the rules and guidelines of the United States Department of Housing and Urban Development (HUD).

RHA provides decent affordable housing for low and very low-income residents of Richmond through our federally funded housing programs. The program relies on HUD formulas for rent determination which are in accordance with federal regulations and Housing Authority policies and procedures.

In addition, the Housing Authority receives other funding for capital improvements and site/development revitalization.

Housing Choice Voucher Transfer to the Housing Authority of the County of Contra Costa

Effective July 1, 2019, the Housing Authority of the County of Contra Costa (HACCC) assumed the management responsibilities for approximately 1,700 Housing Choice Vouchers (HCV) formerly administered by the Richmond Housing Authority (RHA). The transfer was completed to improve the level of customer service to participating voucher holders, landlords, and applicants, while also providing access to additional housing choices for program participants. We expect no interruption of services for the participants (residents and landlords) on the program or on the Waiting Lists.
