The Long Beach Community Improvement League (CIL), the oldest anti-poverty agency in Long Beach, is a nonprofit 501(c)(3) community-based social service organization established in 1964. For fifty years, CIL has excelled at its mission: "to create quality public service programs that empower the community economically, socially, and culturally." Our innovative programs have transformed the lives of thousands of children and families living in economically disadvantaged areas. By working with community residents hand in hand, we have empowered individuals to help themselves.


We are very proud to offer high quality Child Development Services, Before and After school Care, Teacher Training for welfare recipients, and Job Training & Placement Services to low-income, unemployed, hard-to-employ, and under-employed individuals.


Since 1964, our Long Beach Child Development Facility, the jewel of our community, attains the highest standards in early education, parent education and involvement, staff training and professional development, child nutrition program, and community mobilization and awareness. We are so excited to start offering, since 2004, this same degree of excellence in child development, parent education, staff training, and community services in our sister City of Signal Hill at our brand new state-of-the-art facility.

It is with profound sadness and heavy hearts to learn about the passing of a legendry icon, a history maker, and a renowned Long Beach Leader, the Honorable Doris Topsy-Elvord, who passed away on Wednesday, December 15, 2021. Doris Topsy-Elvord, née Walker, was born on June 17, 1931, in Vicksburg, Mississippi, and moved with her family to Long Beach in 1942.

Mrs. Doris Topsy-Elvord was “the first” in many different ways. In 1949, she was the


First Black student to graduate from St. Anthony High School; the first Black woman to be elected to the Long Beach City Council; the first Black women Vice-Mayor of Long Beach; and the first Black person to serve on the Harbor Commission. She was a continued supporter of and actively involved in the growth of the Long Beach Community Improvement League (LBCIL), which she always affectionately referred to as “The League.”


“The League” will forever be appreciativeand respectful of her contributions to its success the past several decades. Doris Topsy-Elvord was much ahead of her time; she worked tirelessly, made serving the public her life mission, and made a significant difference in the lives of others by being who she was. She was a pioneer for civil rights, a tireless fighter for her community, an active participant in civic life and a person who believed in service to others.


She was a lady of accomplishments and had received numerous honors, awards, recognition and acclaim. Some achievements include helping found the Atlantic


Community Economic Development Corporation, establishing the Long Beach Midnight Basketball League, cofounding the African American Heritage Society with


Indira Hale Tucker, leading efforts to designate the home of civil rights icon Ernest McBride as a cultural heritage site and eradicating graffiti in the Sixth District to allow for economic growth. She was inducted into the St. Anthony Hall of Fame in 1991, which she referred to as one of her life’s proudest moments. The Community Center in Houghton Park was named after her in August 2021. She will forever be remembered and respected for her numerous accomplishments and her generous contributions to the improvement of the City of Long Beach and wellbeing of its residents.
